Chat client decides whether to use traffic encryption or not. The server just supports this technology. This feature was made for compatibility with MyChat older versions that do not support traffic encryption technology. To update automatically they need to authorize and download updates from MyChat Server.
If you as administrator want to forbid user connection to the server without encryption then enable this option.
The option is disabled by default.
